SOUTH CAROLINA REGIONAL GROUP
(Duties of Officers)
Section 1. The President shall be the executive head of the Regional Group with full power to enforce the provisions of this Constitution/Bylaws and the policies adopted by the membership. He/she shall preside at meetings of the membership.
He/she shall have and exercise all of the functions especially entrusted to him/her by the membership and shall perform all of the duties usually performed by such executive officer, including appointment of such committees as he/she may feel are necessary to the successful operation of the Group, with full authority to dissolve such committees.
Section 2. The Vice President shall perform such duties as are assigned to him/her by the President and/or the membership, and shall serve as Acting President during the absence or disability of the President.
Section 3. The Secretary/Treasurer shall:
a. Keep written minutes of all meetings of the membership and of the Executive Committee, and shall furnish a copy of all such written minutes to the National Secretary at the National Headquarters (Attn: Administrative Director) within two months of such meetings.
b. Notify all members in good standing and National Headquarters (Attn: Administrative Director), in writing, of all regional group meetings, including the purpose(s) for which they are called.
c. Maintain true and complete books of account reflecting all of the income and expenditures of the Regional Group.
d. Report regularly to the membership on the finances of the Group.
e. File budgets and financial reports with the National Association as requested and/or as required by the current edition of the BVA National Bylaws, as amended.
f. Perform such other duties as are assigned by the President and/or the membership.
Section 4. The Judge Advocate serves as the Legal Advisor to the SOUTH CAROLINA Regional Group President and Executive Committee. He/she shall serve as parliamentarian at all Regional Group and Executive Committee meetings and other meetings called by the President, and shall be governed in the performance of his/her duties by the current edition of Robert's "Rules of Order, Newly Revised". He/she shall be well versed on the BVA National Bylaws and the SOUTH CAROLINA Regional Group bylaws, and shall give the President legal advice and assistance to that office. He/she shall perform such other duties as may be assigned from time to time by the President and/or the membership, or the Vice President in the absence or disability of the President.
Section 5. The Chaplain shall be charged with the spiritual welfare of the Group, and will be responsible for the opening invocation and closing benediction for each Regional Group meeting. At the discretion of the President, he/she may be charged with the same reponsibilities for each Executive Committee meeting. He/she is responsible for offering memorial prayers for deceased blinded veterans and checking on the welfare of those sick and infirm Group members. He/she shall perform such other duties consistent with the office of Chaplain and/or as may be assigned from time to time by the President and/or the membership, or the Vice President in the absence or disability of the President.
Section 6. The Sergeant-at-Arms shall be responsible, under the direction of the President, for maintaining peace, harmony and order at all meetings of the membership and/or Executive Committee. He/she shall ensure that all Regional Group meetings are conducted in accordance with the BVA National Bylaws, as amended, the SOUTH CAROLINA Regional Group Bylaws, and Robert's "Rules of Order, Newly Revised". He/she shall be responsible for those present at any meetings as to their eligibility for participation therein, and shall maintain a sign-in list, and must report any visitors to the President. He/she shall perform such other duties as may be assigned from time to time by the President and/or the membership, or the Vice President in the absence or disability of the President.
